The Toronto Sun quotes Sandro Perruzza, the CEO of the Ontario Society of Professional Engineers. Surprisingly, he seems to have his facts wrong.

“It’s all speculation at this point,” [Perruzza] said.
“The engineering company that was hired to do this is based out of Spain, so do they have the experience and knowledge to design a bridge in the cold weather we have in Canada that they don’t have in southern Europe?” he said in a phone interview Monday.

First, there is no indication as yet that cold caused the bridge failure, so Perruzza starts off with a speculative non sequitur. Second, and unfortunately for Mr. Perruzza's credibility, the bridge was designed by MMM Group (headquartered in Toronto), with the major steelwork and installation carried out by Canam Bridges (headquartered in Quebec). Ferrovial Agroman Canada (a Mississauga subsidiary of Spain's Ferrovial) and Bot Construction Group (Oakville) are the joint venture general contractor overseeing the bridge construction.
